Why Dublin is its own market

Dublin has the densest pre-2000 housing stock in the country and most of the qualified asbestos contractor supply. That makes finding a specialist contractor easier in Dublin than in most counties, but supply is still tight. The contractors that exist are handling national volume, not just Dublin work.

The Dublin region also hosts the National TFS Office (at Dublin City Council), which is the route through which most friable Irish asbestos waste is exported to specialist facilities in mainland Europe.

The four Dublin local authorities

Asbestos work notification goes to the HSA, not the local authority. The local authority is involved only for planning permission (most outbuilding-roof removal does not require it), waste management, and any local-authority grant scheme such as Croí Cónaithe.

  • Dublin City Council (DCC): hosts the National TFS Office for transfrontier shipment of asbestos waste.
  • Fingal County Council: north county Dublin, Swords, Balbriggan, Howth, Skerries.
  • South Dublin County Council (SDCC): Tallaght, Lucan, Clondalkin, Rathcoole, Saggart.
  • Dún Laoghaire-Rathdown (DLRCC): Dún Laoghaire, Dundrum, Stillorgan, Stepaside, Cabinteely.

How many asbestos contractors operate in Dublin?

Three of the five firms in the ARCA Republic of Ireland directory have Dublin addresses: Harrington Asbestos Removal, Insulation & Environmental Services, and John Tinnelly & Sons. Other firms may also operate in Dublin without ARCA membership. Directory membership does not replace the job-specific HSA permit required for notifiable work.

Which Dublin local authority do I notify?

You don't notify the local authority. Notifiable asbestos work is normally notified to the HSA at [email protected] at least 10 days before work begins, per S.I. No. 632/2025; the HSA can agree in writing to a shorter period. The local authority is involved separately for planning (where works require it) and waste management. Within the Dublin region, the four authorities are Dublin City Council (DCC), Fingal County Council, South Dublin County Council (SDCC), and Dún Laoghaire-Rathdown County Council (DLRCC).

Where does Dublin asbestos waste go?

Some EPA-licensed facilities in the wider Dublin region accept non-friable bonded asbestos cement. Friable asbestos waste is typically exported under transfrontier shipment regulations to specialist facilities in mainland Europe. That paperwork is handled by the contractor and the National TFS Office at Dublin City Council. You should always receive a hazardous-waste consignment note documenting the chain of custody.
